Has there not been angst, stürm und drang over the emptying of dustbins in general?
The implication is that not even MI5 can get the council to empty their bin on time any more, and are so well-organised that they are obliged to resort to mass advertising in the hope that someone can tell them the phone number for the council.
Oh, dearie me. Look, just get a dictionary, and look up ’satire’. I have to say that Mrs. Underclass got it on the spot.
